After the bomb explosion in the coroners office, Inspector Moore spots and chases the bombing suspect along with Dirty Harry, She sees the suspect drop a briefcase into a dumpster. Not only does she pick up the briefcase (possibly with bomb in it) but out of exasperation she bangs the briefcase against a wall. Not something a trained police inspector would do.
