While they are fighting in the arena of sport, Duke and Snake-Eyes overhear Cobra Commander plotting to attack Washington DC. This should be impossible since they are hundreds of yards from the Commander's *glass-encased booth* and thus shouldn't be able to hear a word he's saying. On the other hand, perhaps the Commander left the PA system on, which begs the question: Why would he do that?
