Kate did not realize Kevin was missing until the family are in mid flight on the plane. Given the family would have to go to the flight desk then security Kate should had discovered Kevin was missing at the airport. But Peter threw away Kevin's ticket along with the paper towels (they're red, same as the ticket) in the kitchen scene, so there are 10 kids and 10 tickets.
