When RoboCop is confronted in the OCP garage, the police commander issues a full assault against RoboCop, and then elevates the assault by saying "Move in!". An experienced commander should not command his troops to open fire in this manner, particularly when the target is unarmed and showing no signs of aggression, due to the high risk of ricochets (from either the concrete or RoboCop's armor) hitting police officers. However, the objective has been sent down by Dick Jones to destroy RoboCop, and this police commander is not particularly competent.
