Cassidy, comandante di un sommergibile di lunga crociera, riceve l'ordine di partire dalla baia di S. Francisco per ignota destinazione. Le istruzioni relative alla missione da compiere sono contenute in una busta sigillata, che il comandante, in conformità agli ordini ricevuti, apre ventiquattr'ore dopo la partenza. Direttosi verso un determinato punto, imbarca un ufficiale arrivato in aereo. Giunto in vista di Tokio, il comandante Cassidy, accodandosi col suo sommergibile ad una grossa unità giapponese, riesce a forzare gli sbarramenti e a penetrare nel porto. Vengono sbarcati alcuni uomini che compiono le osservazioni necessarie e trasmettono con una radio da campagna i dati, che renderanno possibile il primo micidiale bombardamento della città. Ripreso il largo, il sommergibile viene individuato e inseguito dal nemico, ma riesce a sottrarsi alla caccia, e dopo aver colato a picco unità nemiche ed abbattuto aerei avversari, rientra, con una sola perdita, a S. Francisco.
