Il vicesceriffo Coogan viene inviato a New York con il compito di farsi consegnare un prigioniero da riportare in Arizona. Ma il detenuto si trova in ospedale e Coogan si rifiuta di attendere i tempi lunghi burocratici. Va a prelevarlo senza permesso, se lo lascia sfuggire, e da quel momento si mette alla sua ricerca scontrandosi con la polizia newyorkese che non ne sopporta i metodi brutali e l'individualismo.
