Norimberga 1948. Un tribunale americano giudica quattro magistrati tedeschi accusati di aver applicato leggi palesemente inique, di avere consentito pratiche di sterilizzazione e di avere contribuito alla strage del popolo ebreo. Sul banco degli accusati siedono un giurista, un inquisitore e due funzionari. Sullo scanno dei giudici stanno invece tre giuristi americani, il cui presidente ha amministrato la giustizia in una modesta città di provincia. Le accuse contro i nazisti sono schiaccianti e sono suffragate da precise testimonianze. Ma la politica mondiale attraversa un'ora critica e le autorità americane desidererebbero un giudizio non eccessivamente impopolare nei riguardi del popolo tedesco. L'onesto presidente della giuria giudica secondo coscienza ed emette una severa, motivata, condanna.
