A Chicago nel 1930, durante il Proibizionismo, Al Capone domina ormai incontrastato la malavita, avendo sterminato senza pietà le bande rivali e seminando il terrore nella città con le sue crudeli vendette. Il commercio clandestino degli alcolici, sua principale attività, è per lui una fonte di guadagno enorme e, per mantenerne l'esclusiva, egli non solo usa ogni sorta di violenze, ma si serve della corruzione su vasta scala, che gli consente di avere complici e spie perfino fra le autorità cittadine e la stessa polizia. Eliot Ness, un giovane agente del Dipartimento del tesoro, viene incaricato di stroncare la sua illecita attività. Egli, diffidando di tutti, si sceglie come aiuto soltanto tre uomini sicuri, incorruttibili, determinati: Jimmy Malone, un anziano poliziotto irlandese duro ed esperto; George Stone, un giovane oriundo italiano, e Oscar Wallace, un contabile incaricato di indagare nei conti di Capone.
