He's an El-Aurian. Over 300 years old. He lost his entire family when the Borg destroyed his planet. Soran escaped with a handful of other refugees aboard a ship called the Lakul. That ship was later destroyed by some kind of energy ribbon. But Soran and 46 others were rescued by the Enterprise-B.
Riker:
That was the mission where James Kirk was killed.
Beverly:
I checked the passenger manifest of the Lakul. Guess who else was on board.
