Meanwhile, in a speech to Congress today, the President deplored the actions of the ten states which have voted to allot oil and gasoline supplies to citizens in defiance of federal orders. He declared that any return to the use of petroleum supplies for, in his words, "privileged personal purposes" would constitute a threat to national security. Meanwhile, in Des Moines, Iowa, terrorists carried out their second strike of the week at a U.S. Army fuel depot; this time escaping with ten thousand gallons of gasoline, estimated to be worth five million dollars on the black market.
