British authorities have now learned that George Quenell and Nicholas Petherbridge, the two diplomats that fled England on May 25, 1951 and later surfaced in Moscow, had been Soviet spies since their recruitment at Cambridge University. The length of their deception and the ease of their escape would indicate that the KGB has penetrated British intelligence at the very highest level.
