When Casper puts the dress on Kat, she is wearing a shirt and jeans, with the dress going over the clothes she's already wearing. She is wearing it for the rest of the movie. At the end, while she and her father are dancing, her bare leg shows through a movement of the dress. She never took off the clothes from under the dress, so the jeans still should have been there.
