Benjamin "Bugsy" Siegel, gangster psicopatico e incallito donnaiolo, con i soci Charley "Lucky" Luciano e Meyer Lansky, controlla il racket del gioco d'azzardo a New York. Mandato in missione a Los Angeles, conosce Virginia Hill, avvenente attrice di cinema, e se ne innamora. Una volta eliminato il boss locale, i suoi progetti si fanno ambiziosi: decide infatti di aprire con Virginia una grandiosa casa da gioco nel deserto del Nevada, il Flamingo. Nonostante abbia avuto numerose nominations all'Oscar '92 (vincendo quelli per scenografia e costumi), il film è solo in parte riuscito. Ha comunque al suo attivo l'interpretazione di Beatty, anche se un po' troppo sopra le righe.
