Sette promettenti giovani agenti dell'FBI in lizza per le posizioni molto ambite di tracciatori di profili psicologici, devono superare un test finale che consentirà loro di essere scelti, di diventare "cacciatori di menti". Incaricato del loro addestramento, è Harris (Val Kilmer) che non è un tipico agente dell'FBI, e il suo test finale, che deciderà chi vi riuscirà e chi no, promette di essere una caccia al killer sin troppo reale. Nascosto nel gruppo c'è un vero serial killer. Nell'ultima sfida per cercare di risolvere il crimine che è in pratica il test da superare, questi coraggiosi giovani agenti - ognuno con un oscuro passato per cui è facilitato nell'esplorare la mente di un criminale - devono individuare chi tra di loro è un assassino senza scrupoli, prima che ad uno ad uno cadano vittime dell'ingegnoso piano del killer.
