La vicenda è ambientata in Francia agli inizi del XVII secolo: ristabilita la pace dopo le guerre di religione, il cardinale Richelieu, per consolidare il potere regio, invia il barone di Laubardemont a Loudun, nel Poitou, con l'incarico di abbatterne le fortificazioni. Il prete Urbano Grandier, a cui l'appena deceduto governatore Sainte-Marthe ha concesso i pieni poteri fino all'elezione del suo successore, si oppone all'abbattimento delle mura cosciente che questo sarebbe stato il primo passo per la totale revoca delle libertà e dell'autonomia cittadina.
