Nel 1988 il centro di Tokyo viene distrutto da una gigantesca e misteriosa esplosione che scatena il terzo conflitto mondiale. Nel 2019 il mondo riemerge lentamente dalla devastazione. A Neo Tokyo, ricostruita attorno al cratere provocato dalla prima deflagrazione, i militari portano avanti esperimenti su ragazzi dotati di poteri straordinari. Tetsuo, teppista amico di Kaneda, scatena le attenzioni dei vertici militari e viene prima catturato e poi sottoposto a controlli meticolosissimi: che sia lui il nuovo Akira? In lui vi è forse traccia del potere che distrusse Tokyo trent'anni prima?
