Il dottor Mainheimer, uno dei massimi scienziati mondiali, sta per presentare pubblicamente uno studio sul risparmio energetico. La cosa non piace ai boss delle attuali fonti d'energia (petrolio, carbone, nucleare) che lo fanno rapire e sostituire con un sosia. Tocca al tenente Frank Drebin sventare il piano dei cattivi e riconquistare la sua fiamma del passato Jane Spencer, segretaria del dottor Mainheimer.
