Stephen McCaffey è il comandante della squadra più efficiente del corpo dei vigili del fuoco di Chicago. Brian, il fratello minore di Stephen, è respinto ed affascinato dal fuoco, perché ha perso il padre - che era pompiere - in un incendio: nonostante questo anche lui segue le orme paterne ed entra nella stessa squadra del fratello. Al suo primo incendio, però, Brian è terrorizzato e l'unica cosa che riesce a fare è salvare un manichino e per questo viene deriso dai colleghi. Nel frattempo in città gli incendi e le vittime aumentano in modo incredibile e Ronald Bartel, un piromane rinchiuso in carcere che ha fatto del fuoco la sua filosofia di vita, intuisce che dietro a tanti incendi ci sia una mente criminale...
