Robert Scott, un ufficiale delle squadre speciali dell'esercito degli Stati Uniti, viene incaricato di ritrovare la giovane figlia del presidente, Laura Newton. Durante le indagini scopre che la ragazza è stata rapita da un'organizzazione criminale che l'ha condotta a Dubai, insieme ad altre giovani donne bianche, per avviarla alla prostituzione. Mentre sta organizzando una squadra speciale per scoprire dove si trovi e riportarla a casa, la televisione diffonde la notizia che la ragazza è morta per annegamento dopo essere caduta dalla barca di un professore con cui aveva una relazione. Robert non crede a questa versione dei fatti che gli appare una montatura ed insieme ad un giovane collega decide di andare alla ricerca della verità.
