Elisa, giovane donna muta, lavora in un laboratorio scientifico di Baltimora dove gli americani combattono la guerra fredda. Impiegata come donna delle pulizie, Elisa è legata da profonda amicizia a Zelda, collega afroamericana che lotta per i suoi diritti dentro il matrimonio e la società, e Giles, vicino di casa omosessuale, discriminato sul lavoro. Diversi in un mondo di mostri dall'aspetto rassicurante, scoprono che in laboratorio (soprav)vive in cattività una creatura anfibia di grande intelligenza e sensibilità. A rivelarle è Elisa. Condannata al silenzio e alla solitudine, si innamora ricambiata di quel mistero capace di vivere tra acqua e aria. Ma il loro sentimento dovrà presto fare i conti con una gerarchia ostile incarnata dal dispotico Strickland. In piena corsa alle stelle contro i russi, gli Stati Uniti non badano a spese e a crudeltà. Per garantirsi e garantire al suo Paese un futuro stellare, Strickland è deciso a tutto.
