In un futuro non meglio precisato, l'aggressività umana è diventato un tale problema da dover essere controllato da parte dell'autorità con la somministrazione obbligatoria di calmanti e la messa fuorilegge di ogni tipo di sentimento. I sudditi di questa nazione-modello, Libria, seguono docili le istruzioni ricevute dal Padre, sorta di dittatore teocrate, e la legge è garantita da temibili squadre di funzionari-poliziotti. Uno di questi, però, è roso dai sensi di colpa per aver fatto morire la moglie senza battere ciglio, e quando si dimentica di prendere la medicina decide di ribellarsi al sistema, e di unirsi ai rivoluzionari che stazionano nel sottosuolo per uccidere il Padre e ripristinare i sentimenti.
