Javier Rodriguez e Manolo Sanchez sno due poliziotti impegnati a contrastare il traffico di droga sul confine tra Stati Uniti e Messico. Il loro capo è il generale Salazar, il principale nemico dei cartelli della droga. Ogni giorno i due sono tentati di appropriarsi di parte dei carichi sequestrati e di arricchirsi. Javier è il più resistente alle pressioni. Intanto negli Stati Uniti il giudice della Corte Suprema dell'Ohio, Robert Wakefield, viene incaricato dal Presidente di coordinare un'efficace attività antidroga con i partner messicani. A casa però Robert e la consorte debbono assistere impotenti al precipitare nell'abisso della dipendenza della figlia sedicenne. Carlos Ayala, un trafficante ricco di coperture, rischia di venire incastrato in fase processuale da un testimone eccellente.
