Mr. Bean è un impiegato scansafatiche della National Gallery di Londra: è talmente inetto ed irresponsabile che il vicepresidente del museo lo vorrebbe licenziare, ma il presidente in persona lo difende pubblicamente ed anzi gli affida un incarico prestigioso ed impegnativo, che solo un grande critico d'arte potrebbe adempiere. Bean si reca quindi a Los Angeles dove è ospite di David Langley, responsabile artistico di un museo che ha appena acquistato per cinquanta milioni di dollari il celebre ritratto di James Abbott McNeill Whistler intitolato La madre: esso è il più importante dipinto statunitense e per l'occasione le autorità statunitensi hanno convocato il "dottor Bean" per tenere un importante discorso alla presentazione del quadro.
