24 è incentrata su una giornata dell'agente federale Jack Bauer del CTU (una fittizia agenzia governativa anti-terrorismo) di Los Angeles. Bauer è un agente dai metodi decisamente discutibili, che spesso si trova ad operare al di sopra delle regole, ma è sempre pronto a sacrificarsi e ad agire in prima persona per il bene della nazione. Ogni stagione della serie è caratterizzata da una minaccia per la sicurezza degli Stati Uniti d'America, che può essere di diversa forma (un attentato, un ordigno nucleare, un'epidemia batteriologica...), che il protagonista deve cercare di sventare, il tutto in 24 ore.
