Gotham City. I mafiosi Chuckie Sol e Buzz Bronski vengono inaspettatamente assassinati da una oscura figura, che molti scambiano per Batman, anche perché egli viene visto sulle scene del delitto poco dopo. Il consigliere di Gotham, Arthur Reeves, ordina a tutte le squadre di polizia di dare la caccia al Cavaliere Oscuro nel tentativo di arrestarlo e porre fine agli omicidi. Contemporaneamente, Andrea Beaumont, prima fiamma del miliardario Bruce Wayne, torna dopo anni di assenza a Gotham City per incontrare Reeves, con il quale ha una relazione.
