L'ex ispettore capo Charles Dreyfus sta per essere dimesso dal manicomio, nel quale entrò tre anni prima a causa della sua mania omicida. Ma una visita inattesa del suo nemico, l'ispettore capo Jacques Clouseau, che adesso ha preso il suo posto, lo fa impazzire di nuovo e Dreyfus, per vendetta, fugge dal manicomio e tenta di ucciderlo. Fallisce e Clouseau si mette sulle sue orme. Allora Dreyfus per eliminare Clouseau fonda un impero criminale e minaccia il mondo con una potente arma mentre vari assassini, inviati da diverse nazioni, tentano di eliminare Clouseau, che sta indagando in Inghilterra e successivamente in Baviera. Ma la sua fortuna lo salva: spesso sono altre persone che vengono uccise dai terribili killer come il povero assistente di Cluseau che viene dilaniato da una bomba. Alla fine però, scopre dove si nasconde Dreyfus che nel combattimento muore. Non accreditato dai titoli di coda, Omar Sharif compare brevemente nella parte del killer egiziano.
