Superman si reca ad un'assemblea ONU per dichiarare che distruggerà tutti i missili nucleari che si trovano sulla Terra per evitare che scoppi una tragedia di proporzioni epiche. Nel frattempo il malvagio Lex Luthor - evaso di prigione, dov'era condannato ai lavori forzati - grazie ad un capello di Superman, riesce a ricostruire un super eroe a sua immagine e somiglianza, l'Uomo Nucleare - malvagio come Lex e potente come Superman.
