A San Francisco l'ispettore Callaghan rende la vita difficile ai criminali. Tuttavia, un giorno un killer s'apposta sui tetti della città e inizia a sparare ai passanti, inviando poi un biglietto alla polizia firmandosi Scorpio. Si tratta di un assassino psicopatico, che ricatta le forze dell'ordine minacciando di uccidere ancora se non riceverà 20mila dollari. L'ispettore Callaghan viene quindi incaricato del caso, ma quando il serial killer viene scarcerato per mancanza di prove, decide di agire al di fuori della legalità.
