A Mega City Four il crimine è tenuto a bada dai Giudici, che sono contemporaneamente poliziotti, giudici ed esecutori. Il più spietato e freddo è Dredd, muso da mastino, modi ancor più brutali. Per lui rispettare la legge è tutto ciò che conta (il suo motto è leggenda: "Io sono la legge"). Finché non viene accusato di omicidio e condannato all'ergastolo. Dietro all'infondata accusa c'è un complotto, che vede coinvolto anche Rico, un vecchio nemico di Dredd che gli somiglia moltissimo...
