Sotto l'apparente serenità di una cittadina si nasconde un mondo oscuro dove regna l'imprevedibile e da cui gli innocenti si tengono alla larga. È l'ammaliante regno di Velluto Blu. Jeffrey Beaumont, un onesto giovane interpretato da Kyle MacLachlan, quando trova un orecchio umano in un campo si rende conto che la sua cittadina natale non è poi così tranquilla. Le sue indagini lo catapultano nel mistero seducente ed erotico di un assassinio che coinvolge una problematica cantante di nightclub (Isabella Rossellini) e un tossicodipendente sadico (Dennis Hopper). Ben presto Jeffrey si trova invischiato nelle loro esistenze depravate, sino al punto di non ritorno.
