Un ricco magnate del petrolio decide di passare ai carburanti ecologici e per promuovere l'affidabilità della sua nuova miscela organizza un campionato di tre gare, ognuna in un paese diverso (Inghilterra, Giappone e Italia) a cui parteciperanno le automobili più veloci del mondo con lo scopo di determinare quale sia la più potente. Saetta McQueen ovviamente è in prima linea e dovrà vedersela con Francesco Bernoulli, auto da Formula 1 arrogante e spaccona. Le gare però sono funestate da incidenti sui quali vigilano Finn McMissile e Holly Shiftwell, agenti segreti dell'intelligence impegnati ad indagare su un intrigo internazionale che sventuratamente scambiano Carl Attrezzi per una spia sotto copertura, coinvolgendolo nella delicatissima operazione con i prevedibili esiti disastrosi.
