Sull'Enteprise l'equipaggio sta celebrando le nozze tra Deanna Troi e William Riker. Improvvisa giunge la chiamata della Flotta Stellare che incarica l'Enteprise di recarsi in missione di pace presso i Romulani, nemici storici, dove un colpo di stato ha portato al potere un nuovo imperatore. Le cose in realtà sembrerebbero mettersi al meglio, visto che lo stesso non fa che lanciare proclami di pace. Ma il comandante Picard troverà ben presto le prove dell'esistenza di un'arma capace di distruggere l'intera Terra. E quel che è peggio scoprirà la non rassicurante origine dell'usurpatore...
